ANOTHER CIA Assassination VICTIM?

The Venezuelan president himself, before he died, wondered aloud whether the US government – or the banksters who own it – gave him, and its other leading Latin American enemies, cancer.

A little over a year ago, Chavez went on Venezuelan national radio and said: “I don’t know but… it is very odd that we have seen Lugo affected by cancer, Dilma when she was a candidate, me, going into an election year, not long ago Lula and now Cristina… It is very hard to explain, even with the law of probabilities, what has been happening to some leaders in Latin America. It’s at the very least strange, very strange.”

Strange indeed… so strange that if you think Venezuela’s Hugo Chavez, Brazilian President Dilma Rousseff, Paraguayan Fernando Lugo, and former Brazilian leader Luiz Inácio Lula da Silva – Latin America’s top anti-US empire leaders – all just happened to contract cancer around the same time by sheer chance, you must be some kind of crazy coincidence theorist.

Am I 100% certain that the CIA killed Hugo Chavez? Absolutely not.

It could have been non-governmental assassins working for the bankers.
But any way you slice it, the masters of the US empire are undoubtedly responsible for giving Chavez and other Latin American leaders cancer. How do we know that? Just examine the Empire’s track record.

Fidel Castro’s bodyguard, Fabian Escalante, estimates that the CIA attempted to kill the Cuban president an astonishing 638 times. The CIA’s methods included exploding cigars, biological warfare agents painted on Castro’s diving suit, deadly pills, toxic bacteria in coffee, an exploding speaker’s podium, snipers, poison-wielding female friends, and explosive underwater sea shells.

The CIA’s assassination attempts against Castro were like a Tom and Jerry cartoon, with the CIA as the murderously inept cat, and the Cuban president as a clever and very lucky mouse. Some might even argue that Castro’s survival, in the face of 638 assassination attempts by the world’s greatest power, is evidence that El Presidente’s communist atheism was incorrect, and that God, or at least a guardian angel, must have been watching over “Infidel Castro” all along.

Theology aside, the CIA’s endless attempts on Castro’s life provide ample evidence that US authorities will stop at nothing in their efforts to murder their Latin American enemies.

John Perkins, in his bestselling book Confessions of an Economic Hit Man, supplies more evidence that the bankers that own the US government routinely murder heads of state, using private assassins as well as CIA killers.

Perkins, during his career as an “economic hit man,” gained first-hand knowledge about how the big international bankers maintain their empire in Latin America and elsewhere. Perkins’ job was to visit leaders of foreign countries and convince them to accept loans that could never be paid back. Why? The bankers want to force these nations into debt slavery. When the country goes bankrupt, the bankers seize the nation’s natural resources and establish complete control over its government and economy.

Perkins would meet with a targeted nation’s leader and say: “I have a fist-full of hundred dollar bills in one hand, and a bullet in the other. Which do you want?” If the leader accepted the loans, thereby enslaving his country, he got the payoff. If he angrily chased Perkins out of his office, the bankers would call in the “asteroids” to assassinate the uncooperative head of state.

The “asteroids” are the world’s most expensive and accomplished professional killers. They work on contract – sometimes to the CIA, sometimes to the bankers, and sometimes to wealthy private individuals. And though their specialty is causing plane crashes, they are capable of killing people, including heads of state, in any number of ways.

This isn’t just speculation. John Perkins actually knows some of these CIA-linked professional killers personally. And he has testified about their murders of Latin American leaders. Confessions of an Economic Hit Man is dedicated to Perkins’ murdered friends Gen. Torrijos of Panama and President Jaime Roldos of Ecuador. Both were killed by CIA-linked “asteroids” in engineered plane crashes.

Do CIA-linked killers sometimes induce cancer in their victims? Apparently they do. One notable victim: Jack Ruby (née Jack Rubenstein), a mobster who was himself a professional killer, and whose last hit was the choreographed murder of JFK-assassination patsy Lee Harvey Oswald in the basement of the Dallas Police Department. Ruby begged to be taken to Washington to tell the real story of the JFK murder, but instead died in prison, of a sudden and mysterious cancer, before he could reveal what he knew.

Have the CIA-bankster “asteroids” ever tried to kill Latin American leaders with cancer? The answer is an unequivocal “yes.”

Edward Haslam’s book Dr. Mary’s Monkey proves what JFK assassination prosecutor Jim Garrison had earlier alleged: Child-molesting CIA agent David Ferrie, one of President Kennedy’s killers, had experimented extensively with cancer-causing viruses for the CIA in his huge home laboratory. The purpose: To give Fidel Castro and other Latin American leaders cancer. (Ferrie himself was killed by the CIA shortly before he was scheduled to testify in court about his role in the JFK assassination.)

To summarize: We know that the bankers who own the US government routinely try to kill any Latin American leader who refuses to be their puppet. We know that they have mounted thousands of assassination attempts against Latin American leaders, including more than 600 against Castro alone. We know that they have been experimenting with cancer viruses, and killing people with cancer, since the 1960s.

So if you think Hugo Chavez died a natural death, I am afraid that you are terminally naïve.

Scientific Assassinations Are Part of the CIA’s Record

March 12, 2013 “Information Clearing House” – “SCF” – The Guardian newspaper’s self-proclaimed Venezuela expert Rory Carroll has glibly categorized serious charges that Venezuela’s late President Hugo Chavez Frias was assassinated by a United States-produced bio-weapon as being in the same league with «conspiracy theorists who wonder about aliens at Roswell and NASA faking the moon landings». A number of Venezuelan and international officials believe a hostile party covertly introduced an aggressive form of cancer into the 58-year old president.

Carroll also wrote that Chavez, himself, believed that the cancers that befell former leftist leaders of Latin America, including Argentine President Nestor Kirchner, diagnosed with colon cancer and Brazilian President Ignacio Lula da Silva, treated for throat cancer, were part of a CIA plot directed against left-wing leaders. Curiously, Carroll suggests that Uruguay’s former leftist president, Tabare Vazquez, also recovered from cancer. In fact, Vazquez never had cancer. Furthermore, he is a renowned oncologist trained in France. It was Paraguay’s former president, Fernando Lugo who was ousted in a 2012 CIA-backed right-wing coup, who was diagnosed with lymphoma, cancer of the immune system. Carroll simply proclaims that because all three ex-leaders recovered from cancer, there was nothing to the U.S. cancer assassination weapon story.

Carroll conveniently omitted the cancers that have struck other Latin American leaders, including Argentine President Cristina Fernandez de Kirchner, afflicted with thyroid cancer, and Brazilian President Dilma Rousseff, struck with lymphoma. After beginning peace talks with the left-wing Revolutionary Armed Forces of Colombia (FARC), Colombia’s conservative president Juan Manuel Santos was diagnosed with prostate cancer.

Venezuela’s acting President Nicolas Maduro charged that Chavez was struck in a «scientific attack» by Venezuela’s «historical enemies». The U.S. State Department claimed the notion was absurd». Russian Communist Party leader Gennady Zyuganov speculated that is was far from coincidental that six leftist leaders all contracted cancer at around the same time. Cuba’s Fidel Castro, himself the target of several CIA biological assassination attempts, told Chavez: «Chávez take care. These people [the Americans] have developed technology. You are very careless. Take care what you eat, what they give you to eat… a little needle and they inject you with I don’t know what».

Castro almost died from a mysterious stomach and intestinal ailment he contracted after attending a parallel «People’s Summit» held concurrent to the July 2006 Cordoba MERCOSUR (Common Market of the South) Summit with Chavez and Nestor Kirchner. A U.S. Embassy Buenos Aires cable dated July 26, 2006, demonstrated Washington’s displeasure with Castro’s and Chavez’s presence in Cordoba with Kirchner: «What was remarkable about the summit was the degree to which Argentina and Brazil, the two key protagonists in MERCOSUR since its founding, played secondary roles at this summit, while Chavez and Castro dominated». Of the three People’s Summit participants, Kirchner and Chavez are now dead. Kirchner died from a sudden heart attack and Chavez’s aggressive cancer began in his pelvic region.

Chavez said the probability of so many Latin American leaders developing cancer at the same time was «difficult to explain».

General Jose Ornella, the head of the Venezuelan Presidential Guard, said it may be fifty years before details of the «hand of the enemy» in Chavez’s death is disclosed in a declassified document.

General Ornella and others may not have to wait another fifty years for the smoking gun documents on America’s cancer weaponry to be divulged. The records have already been declassified and are available, although many records were destroyed by the CIA under director Richard Helms in the early 1970s.

Although the 1972 Biological and Toxin Weapons Convention, ratified by the United States, the Soviet Union, and Great Britain, banned the use and possession of biological weapons, the Army-Central Intelligence Agency’s Special Operations Division at Fort Detrick, Maryland and the CIA’s Technical Services Department continued to maintain and develop stockpiles of cancer-causing biological agents used in special delivery weapons. The biological agents and their weapons were specifically developed as part of the top secret MKNAOMI project, a joint operation conducted by the CIA and the U.S. Army Medical Research Institute for Infectious Diseases (USAMRIID) at Fort Detrick.

But America’s use of cancer-causing biological warfare agents had its start long before the outset of the Cold War and the first victims of such weapons were Latin Americans. In 1931, Dr. Cornelius P. Rhoads, a white racist and anti-Latin American scientist with the Rockefeller Institute for Medical Investigations in San Juan, subjected 13 Puerto Ricans to experiments by injecting them with cancer-causing biological agents. The head of the Puerto Rican Nationalist Party, Pedro Albizu Campos, also known as «El Maestro,» obtained a letter from Rhoads to a friend in which Rhoads wrote of Puerto Ricans:

«I can get a damn fine job here and am tempted to take it. It would be ideal except for the Porto [sic] Ricans. They are beyond doubt the dirtiest, laziest, most degenerate and thievish race of men ever inhabiting this sphere. It makes you sick to inhabit the same island with them. They are even lower than Italians. What the island needs is not public health work but a tidal wave or something to totally exterminate the population. It might then be livable. I have done my best to further the process of extermination by killing off 8 and transplanting cancer into several more. The latter has not resulted in any fatalities so far . . . The matter of consideration for the patients’ welfare plays no role here – in fact all physicians take delight in the abuse and torture of the unfortunate subjects».

Albizu complained to the League of Nations but it came to no avail. In 1950, Albizu was arrested in a crackdown on Puerto Rican nationalist activities on the island and Albizu was subjected to radiation burns and poisoning. There is little doubt that Rhoads, who directed the Army’s chemical and biological weapons programs at Fort Detrick, the Dugway Proving Ground and Deseret Test Center in Utah, and the Panama Canal Zone, subjected Albizu to revenge experimentation. Rhoads then went on to the staff of the Atomic Energy Commission, which also subjected American citizens to dangerous radiation tests.

Albizu suffered a stroke in prison in 1956. In 1964, he was pardoned but died shortly after his release from prison in 1965. The Guardian, the U.S. State Department, and the Pentagon can harp on all they want about «absurd» charges and «conspiracy theories» but it is a fact that Puerto Rico’s nationalist leader was assassinated by the United States in brutal medical experiments while he was in prison. And if that is what the United States is willing to do to its own citizens, to what have foreign adversaries of the United States been subjected?

MKNAOMI planned to assassinate Fidel Castro and Congolese Prime Minister Patrice Lumumba with «exotic» biological weapons. The work on such weapons was carried out by the CIA’s Technical Services chief Dr. Sidney Gottlieb. Other affiliated CIA and U.S. Army bio-warfare weapons programs had the code names of DORK and OFTEN/CHICKWIT.

The National Cancer Institute, while looking for a cure for cancer, spun off an intelligence agency «carve out» project under the Viral Cancer Project that researched military applications for cancer-causing biological agents. The work was centered at Fort Detrick and, after the 1972 Biological Warfare Convention was signed by President Richard Nixon, secret work on «the large scale production of oncogenic and suspected oncogenic viruses» continued with the net result in 1977 being the successful production of 60,000 liters of oncogenic and immunosuppressive viruses. In 1970, the CIA’s Deputy Director for Plans, Thomas Karamessines, recommended that if the proposed Biological Warfare Convention was ratified, the CIA’s stockpile of bio-warfare agents should be transferred from Detrick to the Huntingdon Research Center of the Becton-Dickinson Company, in Baltimore.

The CIA’s and Pentagon’s secret carve out program at Fort Detrick included in its stockpiles botulinum toxins, which can cause deadly food poisoning. Other research included the aerosol transmission of cancer-causing viruses and production of «species jumping» viruses that would jump from animal species to humans with the intent of causing cancer.

One of the first cancer weapon victims of the CIA’s bio-assassination program may have been Angola’s first president, Agostinho Neto.

Neto, who was targeted by the CIA in violation of congressional prohibitions, quickly developed cancer in 1979 and died in a Moscow hospital before the age of 57. Another CIA victim may have been former Chilean President Eduardo Frei, who became an outspoken adversary of the CIA-installed dictator General Augusto Pinochet. Frei died in a Santiago hospital on January 22, 1982 after contracting a suspicious infection after routine surgery.

The CIA pioneered in the use of cancer-causing agents that could infect their victims through injection; inhalation; skin contact through contaminated clothing, especially underwear – Chavez’s formation of aggressive in his pelvic region is germane in this respect; and contact with the digestive system through the use of contaminated food, drink, and even toothpaste.

There is such a wealth of documentation on the CIA’s use of cancer weapons against its enemies that the existence of such weapons is not the issue. The only issues are for Venezuela and other victimized countries to determine how the cancer-causing agents were delivered and the identities of the assassins and would-be assassins…

I once wrote about Chilean president Salvador Allende:

Washington knows no heresy in the Third World but genuine independence. In the case of Salvador Allende independence came clothed in an especially provocative costume – a Marxist constitutionally elected who continued to honor the constitution. This would not do. It shook the very foundation stones upon which the anti-communist tower is built: the doctrine, painstakingly cultivated for decades, that “communists” can take power only through force and deception, that they can retain that power only through terrorizing and brainwashing the population. There could be only one thing worse than a Marxist in power – an elected Marxist in power.

There was no one in the entire universe that those who own and run “United States, Inc.” wanted to see dead more than Hugo Chávez.

He was worse than Allende. Worse than Fidel Castro.

Worse than any world leader not in the American camp because he spoke out in the most forceful terms about US imperialism and its cruelty.

Repeatedly. Constantly. Saying things that heads of state are not supposed to say. At the United Nations, on a shockingly personal level about George W. Bush. All over Latin America, as he organized the region into anti-US-Empire blocs.

Long-term readers of this report know that I’m not much of a knee-reflex conspiracy theorist. But when someone like Chávez dies at the young age of 58 I have to wonder about the circumstances. Unremitting cancer, intractable respiratory infections, massive heart attack, one after the other … It is well known that during the Cold War, the CIA worked diligently to develop substances that could kill without leaving a trace. I would like to see the Venezuelan government pursue every avenue of investigation in having an autopsy performed.

Back in December 2011, Chávez, already under treatment for cancer, wondered out loud: “Would it be so strange that they’ve invented the technology to spread cancer and we won’t know about it for 50 years?”

The Venezuelan president was speaking one day after Argentina’s leftist president, Cristina Fernández de Kirchner, announced she had been diagnosed with thyroid cancer.

This was after three other prominent leftist Latin America leaders had been diagnosed with cancer: Brazil’s president, Dilma Rousseff; Paraguay’s Fernando Lugo; and the former Brazilian leader Luiz Inácio Lula da Silva.

“Evo take care of yourself. Correa, be careful. We just don’t know,” Chávez said, referring to Bolivia’s president, Evo Morales, and Rafael Correa, the president of Ecuador, both leading leftists.

Chávez said he had received words of warning from Fidel Castro, himself the target of hundreds of failed and often bizarre CIA assassination plots. “Fidel always told me: ‘Chávez take care. These people have developed technology. You are very careless. Take care what you eat, what they give you to eat … a little needle and they inject you with I don’t know what.” 1

When Vice President Nicolas Maduro suggested possible American involvement in Chávez’s death, the US State Department called the allegation absurd. 2

Several progressive US organizations have filed a Freedom of Information Act request with the CIA, asking for “any information regarding or plans to poison or otherwise assassinate the President of Venezuela, Hugo Chavez, who has just died.”

I personally believe that Hugo Chávez was murdered by the United States. If his illness and death were NOT induced, the CIA – which has attempted to assassinate more than 50 foreign leaders, many successfully 3 – was not doing its job.

When Fidel Castro became ill several years ago, the American mainstream media was unrelenting in its conjecture about whether the Cuban socialist system could survive his death. The same speculation exists now in regard to Venezuela. The Yankee mind can’t believe that large masses of people can turn away from capitalism when shown a good alternative. It could only be the result of a dictator manipulating the public; all resting on one man whose death would mark finis to the process.

It’s the end of the world … again
The American Israel Public Affairs Committee (AIPAC) recent convention in Washington produced the usual Doomsday talk concerning Iran’s imminent possession of nuclear weapons and with calls to bomb that country before they nuked Israel and/or the United States.

So once again I have to remind everyone that these people – Israeli and American officials – are not really worried about an Iranian attack. Here are some of their many prior statements:

In 2007, in a closed discussion, Israeli Foreign Minister Tzipi Livni said that in her opinion “Iranian nuclear weapons do not pose an existential threat to Israel.” She “also criticized the exaggerated use that [Israeli] Prime Minister Ehud Olmert is making of the issue of the Iranian bomb, claiming that he is attempting to rally the public around him by playing on its most basic fears.” 4

2009: “A senior Israeli official in Washington”, reported the Washington Post (March 5), asserted that “Iran would be unlikely to use its missiles in an attack [against Israel] because of the certainty of retaliation.”

In 2010 the Sunday Times of London (January 10) reported that Brigadier-General Uzi Eilam, war hero, pillar of the Israeli defense establishment, and former director-general of Israel’s Atomic Energy Commission, “believes it will probably take Iran seven years to make nuclear weapons.”

January 2012: US Secretary of Defense Leon Panetta told a television audience: “Are they [Iran] trying to develop a nuclear weapon? No, but we know that they’re trying to develop a nuclear capability.” 5

Later that month we could read in the New York Times (January 15) that “three leading Israeli security experts – the Mossad chief, Tamir Pardo, a former Mossad chief, Efraim Halevy, and a former military chief of staff, Dan Halutz – all recently declared that a nuclear Iran would not pose an existential threat to Israel.”

Then, a few days afterward, Israeli Defense Minister Ehud Barak, in an interview with Israeli Army Radio (January 18), had this exchange:

Question: Is it Israel’s judgment that Iran has not yet decided to turn its nuclear potential into weapons of mass destruction?

Barak: People ask whether Iran is determined to break out from the control [inspection] regime right now … in an attempt to obtain nuclear weapons or an operable installation as quickly as possible. Apparently that is not the case.

In an April 20, 2012 CNN interview Barak repeated this sentiment: “It’s true that probably [Iranian leader] Khamenei has not given orders to start building a [nuclear] weapon.” 6

And on several other occasions, Barak has stated: “Iran does not constitute an existential threat against Israel.” 7

Lastly, we have the US Director of National Intelligence, James Clapper, in a January 2012 report to Congress: “We do not know, however, if Iran will eventually decide to build nuclear weapons.” … There are “certain things [the Iranians] have not done” that would be necessary to build a warhead. 8

So why, then, do Israeli and American leaders, at most other times, maintain the Doomsday rhetoric? Partly for AIPAC to continue getting large donations. For Israel to get massive amounts of US aid. For Israeli leaders to win elections. To protect Israel’s treasured status as the Middle East’s sole nuclear power.

The biggest problem for the United States is not Iran getting a nuclear weapon and testing it, it’s Iran getting a nuclear weapon and not using it. Because the second that they have one and they don’t do anything bad, all of the naysayers are going to come back and say, “See, we told you Iran is a responsible power. We told you Iran wasn’t getting nuclear weapons in order to use them immediately.” … And they will eventually define Iran with nuclear weapons as not a problem. 9

The US CIA and FBI HAD PLANNED to ASSASSINATE President Hugo Chávez

This empire, unlike any other in the history of the world, has been built primarily through economic manipulation. “How do we know that the CIA was behind the coup that overthrew Hugo Chávez?” asked historian William Blum in 2002.

“Same way we know that the sun will rise tomorrow morning. That’s what it’s always done and there’s no reason to think that tomorrow morning will be any different.”
Now we have a bit more evidence the CIA and the FBI connived with reactionary elements to not only briefly overthrow Chávez, abolish the constitution and the National Assembly, but later assassinate the Venezuelan State Prosecutor, Danilo Anderson.

He was killed by a car bomb in Caracas on November 18, 2004, while investigating those who were behind the coup. Giovani Jose Vasquez De Armas, a member of Colombia’s right wing paramilitary group called the United Self-Defense Forces of Colombia, claims he was in charge oflogistics for the plot to kill Danilo Anderson.

Vasquez De Armas told the Attorney General’s office that those planning the killing, “all discussed the plan with the help of the FBI and CIA.”

And the sun will rise tomorrow.

“According to the Attorney General, Vasquez De Armas said that during a meeting in Darien, Panama, on September 4 and 6, 2003, an FBI Officer called ‘Pesquera’ and a CIA agent called ‘Morrinson,’ attended a meeting along with two of the plot’s alleged organizers, Patricia Poleo and Salvador Romani, as well as two of those who actually did the killing, Rolando and Otoniel Guevera,” writes Alessandro Parma. “An official from the Attorney General’s office, speaking on behalf of Vasquez De Armas, said that in Panama the FBI and the plotting Venezuelans agreed, ‘to take out Chavez and the Government.’ He said, ‘the meeting’s final objective was to kill President Chavez and the Attorney General.’”

None of this is new or particularly revelatory. Steve Kangas writes:

“CIA operations follow the same recurring script. First, American business interests abroad are threatened by a popular or democratically elected leader. The people support their leader because he intends to conduct land reform, strengthen unions, redistribute wealth, nationalize foreign-owned industry, and regulate business to protect workers, consumers and the environment. So, on behalf of American business, and often with their help, the CIA mobilizes the opposition. First it identifies right-wing groups within the country (usually the military), and offers them a deal:

“We’ll put you in power if you maintain a favorable business climate for us.”

The Agency then hires, trains and works with them to overthrow the existing government (usually a democracy). It uses every trick in the book: propaganda, stuffed ballot boxes, purchased elections, extortion, blackmail, sexual intrigue, false stories about opponents in the local media, infiltration and disruption of opposing political parties, kidnapping, beating, torture, intimidation, economic sabotage, death squads and even assassination. These efforts culminate in a military coup, which installs a right-wing dictator. The CIA trains the dictator’s security apparatus to crack down on the traditional enemies of big business, using interrogation, torture and murder. The victims are said to be “communists,” but almost always they are just peasants, liberals, moderates, labor union leaders, political opponents and advocates of free speech and democracy. Widespread human rights abuses follow.”

Examples include the coup to overthrow the democratically elected leader Mohammed Mossadegh in Iran, the ouster of democratically elected Jacob Arbenz in Guatemala, one coup per year (between 1957-1973) in Laos, the installation of the murderous “Papa Doc” Duvalier in Haiti, the assassination of Rafael Trujillo in the Dominican Republic, the overthrow of Jose Velasco in Ecuador, the assassination of the democratically elected Patrice Lumumba in the Congo (later Zaire), the overthrow of the democratically elected Juan Bosch in the Dominican Republic, the overthrow of the democratically elected government of Joao Goulart in Brazil, the overthrow of the democratically elected Sukarno government in Indonesia, a military coup in Greece designed to install the “reign of the colonels” (when the Greek ambassador complained about CIA plans for Cypress, Johnson told him: “F— your parliament and your constitution”), the overthrow of the popular Prince Sahounek in Cambodia, the overthrow of Juan Torres in Bolivia, the overthrow and assassination of Salvador Allende in Chile, the assassination of archbishop Oscar Romero in El Salvador, and dozens of other incidents rarely if ever taught in American school history lessons.

As John Perkins (author of Confessions of an Economic Hit Man), as a former respected member of the international banking community and National Security Agency economist, told Amy Goodman: “Basically what we were trained to do and what our job is to do is to build up the American empire.

To bring—to create situations where as many resources as possible flow into this country, to our corporations, and our government…. This empire, unlike any other in the history of the world, has been built primarily through economic manipulation, through cheating, through fraud, through seducing people into our way of life, through the economic hit men.” Perkins’ job was “deal-making”:

It was giving loans to other countries, huge loans, much bigger than they could possibly repay. One of the conditions of the loan—let’s say a $1 billion to a country like Indonesia or Ecuador—and this country would then have to give ninety percent of that loan back to a U.S. company, or U.S. companies, to build the infrastructure—a Halliburton or a Bechtel. These were big ones. Those companies would then go in and build an electrical system or ports or highways, and these would basically serve just a few of the very wealthiest families in those countries. The poor people in those countries would be stuck ultimately with this amazing debt that they couldn’t possibly repay. A country today like Ecuador owes over fifty percent of its national budget just to pay down its debt. And it really can’t do it. So, we literally have them over a barrel. So, when we want more oil, we go to Ecuador and say, “Look, you’re not able to repay your debts, therefore give our oil companies your Amazon rain forest, which are filled with oil.” And today we’re going in and destroying Amazonian rain forests, forcing Ecuador to give them to us because they’ve accumulated all this debt. So we make this big loan, most of it comes back to the United States, the country is left with the debt plus lots of interest, and they basically become our servants, our slaves. It’s an empire. There’s no two ways about it. It’s a huge empire. It’s been extremely successful.

Most of the money for these loans, according to Perkins, is provided by the World Bank and the International Monetary Fund, the two premier neolib loan sharking operations (it is important to note that the Straussian neocon, Paul Wolfowitz, is now president of the World Bank, thus demonstrating how closely related the neocons and traditional neolibs are).

If the loan sharks are unable to steal natural resources (oil, minerals, rainforests, water) as a condition of repaying this immense debt, “the next step is what we call the jackals.”

Jackals are CIA-sanctioned people that come in and try to foment a coup or revolution. If that doesn’t work, they perform assassinations—or try to. In the case of Iraq, they weren’t able to get through to Saddam Hussein… His bodyguards were too good. He had doubles. They couldn’t get through to him. So the third line of defense, if the economic hit men and the jackals fail, the next line of defense is our young men and women, who are sent in to die and kill, which is what we’ve obviously done in Iraq.

Hugo Chávez is now between the assassination point of this neolib plan and invasion, when “our young men and women” will be “sent in to die and kill” Venezuelan peasants the same way they are now killing poor Iraqis.

Of course, it remains to be seen if Bush can actually invade Venezuela—the neocon roster is teeming with targets, from Syria to Iran—and so we can expect the Bushcons and their jackals to continue efforts to assassinate Chávez, as Giovani Jose Vasquez De Armas reveals the CIA and the FBI are attempting to do, with little success.

One notable failure by the jackals is Fidel Castro in Cuba, who experienced numerous assassination attempts and CIA counterinsurgency specialist Edward Lansdale’s Operation Mongoose (consisting of sabotage and political warfare), also known as the ‘’Cuba Project.’‘

As Blum notes, we know all of this is happening, same as we know the sun will come up tomorrow.

CIA: Cancer Experiments with Presidents of Latin America

[Editor’s note: This article was originally written in November 1, 2012. However, The 4th Media believes this article is still much more relevant than before particularly at the wake of President Chavez’s death from his cancer illness.]

In a series of his public speeches Hugo Chaves called an “epidemic” of cancer among Latin American presidents a strange and alarming phenomenon. This hard to cure desease was identified in case of Chavez himself, Paraguayan president Fernando Lugo, Dilma Rouseff and Lula da Silva (Brazil), Crisitina Fernandez (Argentina).

All of them are known as left of the center politicians struggling to expedite Latin America’s integration process and to get rid of the US dominance in the Western Hemisphere. Chavez let drop words about empires that go to any length to achieve their goals.

The Washington’s response didn’t keep waiting. Victoria Nuland, US State Department official spokesperson, said the Chavez’ words were “horrific and reprehensible.” That is they were perceived by the Obama administration as imputation of using special biological technologies to cause cancer among Latin American leaders not friendly towards the USA.

Of course, Hugo Chavez was not that rude. He understood Washington would demand evidence. So the president explained his position saying he never blamed anyone but rather used freedom of thought facing a strange string of events that were hard to explain. The anxiety is well understood, to overcome the decease he had to go through harassing session of chemotherapy in Cuba.

And the anxiety is here to stay. How did the decease appear? What made a malignant tumor hit a healthy man, a retired serviceman, former baseball player, regular gym goer and race runner? Why only the populist politicians got into the trouble that never occurred with the right wing presidents who stay in favor with the Empire?

Doctor Salomon Yakubowicz, a popular Venezuelan diet specialist and a frequent US embassy visitor, rushed to close the issue. He said in an authoritative way, no CIA prepared notes used, that it was the presidents themselves who brought the trouble upon them. Say Lula da Silva smoked too much. Christina Fernandez abused procedures of face and neck rejuvenation.

The Paraguayan Lugo didn’t use protection in numerous cases of sexual intercourse and lymphoma was a common thing in such cases, thanks God it was not AIDS. Chavez was to blame himself for not living in harmony with biorhythms, working at nights, eating wrong – that’s what his the unhealthy nature of the fullness testifies.

The opposition circles and pro US media picked up the tune: Chavez and his populist friends are subject to stresses, fear of the future and suffer persecution mania seeing the “Empire’s conspiracies” all around.

Still the Chavez epidemic explanation was taken seriously. Political scholars had no doubt the US special services were conducting a wide scale operation to neutralize the “leading Latin American rebels”. They studied the history of how the Pentagon and the CIA used radioactive substances, biological and chemical weapons on the continent and remembered monstrous facts of using human beings as guinea pigs, the facts the Western mass media keeps silent about.

There is a small chance the in-depth history of the US biological weapons program will ever see light. The major part of archives is classified, the most discreditable files are progressively liquidated and the scholars, who intended to make the truth about the criminal experiments public, perished under undisclosed circumstances.

It was in 1947 the CIA was caught red handed conducting such experiments that is immediately after the very agency was established. The FBI and CIA operatives “protected” the US doctors in Guatemala City, that studied syphilis and gonorrhoea making 2000 of the Guatemalans infected. No consent to experiment was ever asked.

Guatemala president Alvaro Colom called the experiments a crime against humanity. Barack Obama had to apologize in a phone conversation with the Guatemala counterpart. He said the experiments were in contradiction with the US values. What contradiction! The experiments and the values go in line.

By the way it was in the very same 1947 the CIA launched the program of LSD (diethylamide of lysergic acid) “human material” tests. Later the US military intelligence picked the program up and used it its results “on the field” in the Far east and West Europe.

In 1953 the CIA launched the project MK ULTRA. It studied the ways to influence” human behavior and way of thinking with the help of drugs and microorganisms. The “studies” CIA and military laboratories archive did included the dispersion of pathogenic bacteria in the New York subway. As we see the experimentators didn’t spare their own compatriots.

That’s the way the purposeful contagion of 240 provincial towns and living quarters of the poor in Washington, San Francisko and Minnesota was done. There were experiments conducted in the tropics, in Panama City for instance. In 1970 the CIA and the Pentagon launched a super secret ethnic (genome) weapons test program that has been implementing ever since.

A strategic mission was assigned to the scientists to achieve mass redundant population reduction in the potentially hostile counties. China, Iran, India and Pakistan are targeted by US geneticists who long ago exceeded the “accomplishments” of Nazi doctor Mengele.

In the Western Hemisphere it was Cuba that suffered most from the biological made in the USA weapon. No less than 300 thousand Cubans suffered from Dengue Hemorrhagic Fever. 150 men, 50 children among them, were reported dead. The Georgia and Florida laboratories “grown” mosquitoes were taken to the island different ways. The Soviet military personnel staying in Cuba was also an object of the Dengiue and other deceases attacks.

Guatemalan writer Persi Francisko Alvarado, who has worked 20 years for Cuban intelligence in the USA, published an article about implantation of cancer used as a weapon by CIA in the Rebellion portal. He adduced concrete evidence there were dozens of biological warfare laboratories on the US soil. Fort Detrick – a department of virology is a place of especially sinister glory.

The Venezuelan political scholars often comment the potential use of experimental portable directional radiation electromagnetic weapon system by the US special services. It’s possible the weapon is already operational for selective attacks against “out of favor politicians”. A victim doesn’t die immediately but after some time – a positive characteristic that allows to escape leaving no traces.

A question comes up – what makes the US top rulers sanction the CIA activities aimed at “neutralization” (I use exactly this term) of presidents – populists?

It can be assumed with great credibility the crushing defeat at the IV America’s summit (November 2005), when the US team tried to impose free trade agreement (ALCA) on the Western Hemisphere, contributed to this kind of decision. At the opening ceremony the host then Argentina’s president Nestor Kirchner said the integration could become a reality only in case appropriate measures to do away with development disproportions were in place.

Otherwise “free market” would weaken Latin America further and make its external debt grow. Addressing Bush he said the US imposed policy aggravated poverty on the continent and also led to instability and downfall of democratically elected governments. Kirchner called upon the participants to search for a new strategy of regional development that would meet the interest of the Latin Americans.

Soon a new model for integration – the Union of South American Nations – UNASUR came into being. During the years of its existence the Union has allowed no CIA backed coup d’etats to take place, neither in Bolivia nor Ecuador, for instance. It encouraged a dialogue between conflicting neighbors and facilitated democracy restoration in Honduras etc.

Thanks to Chavez and Castro brothers the ALBA (Bolivarian Alternative for Latin America) integration alliance, created in 2004, got powerful impetus. It was established as a counterweight to the ALCA based on the principles of anti imperialist ideology guaranteeing energy security to the participants.

The Petocaribe (June 2005) became a successful endeavor by Chavez. The alliance provides for preferential hydrocarbon supplies by Venezuela to the Caribbean and Central America’s states. It put an end to the abuse committed by transnational oil companies.

One more momentous event. There was a forum in Caracas at the beginning of December 2011. As a result the creation of the Community of Latin American and Caribbean States (CELAC) was announced. The new alliance comprises 33 members of the Western Hemisphere, excluding the USA and Canada.

Chavez and his friends see the new bloc as a necessary counterweight to the US dictatorship in the OAS. The next decade CELAC will become the most influential force in the Western Hemisphere. The OAS will have to renounce its permanent submission to the USA to preserve its position in the region.

Of course Washington will not reconcile with the Latin America getting more independent ignoring the dictators peremptory shouts and threats to use force. The first attempt to get rid of “hostile presidents” failed. Rafael Correa stood firm in the hard times of coup d’etat attempt in Ecuador.

The CIA trained snipers bullets missed. Hugo Chavez defeated cancer and is confidently gaining points before the October 2012 election. Cristina Fernandez consulted the doctors in time and the critical development of the decease was prevented.

Though the danger is still there. The United States plunges into the most deep crisis in its history. The elites stand off gets more acute. They have no mercy for their protesting compatriots and the more will not be over-nice with “strangers”.

P.S. It was recently reported ex president of Colombia Alvaro Uribe was identified to have keratosis, an initial phase of skin cancer. Looks like everyone who found it suspicious that cancer hit only left of center politicians should keep their mouths shut. Uribe is so right wing, it’s hard to imagine anybody to be more to the right. Is it that he became a CIA target too? Probably. It’s an ordinary “cover operation” where this time Uribe, who is fully dependent on Washington, is an actor. There could be another interpretation. The ex president knows too much about the CIA and Pentagon’s activities, the financial abuse while implementing the “Plan Colombia”. That’s why it was decided to kill him. Is it worth to have pity for the Mafiosi N82 of the State Department’s list?
