Request for Police Lineup: V14-16534
Dear Sgt. Hatley,
Attached is my formal appeal in which I request the CCSO records dept. to seek amendment to EPR V14-16534.
Hidden away is yet another electronic police report (EPR) that again fails to reference case number (RCN) V14-6772.
There is absolutely no reason whatsoever for V14-16534 with DOR of 10/24/2014 to be void of RCN V14-6772. In addition, this report is void of the digital image of said BOLO that the CCSO records dept. provided me a copy of on June 19, 2015.
This begs the question, does Officer Smarr know he had prepared this report? More succinctly, who prepared this report? It was not Officer Smarr who is allegedly closer to my age (50 yo). The VPO that briefly took me into custody on Oct 24, 2014 due to the false BOLO was significantly younger than me by approximately 10 – 15 years (35-40 yo). That being said, we feel it is necessary to identify Officer’s Smarr, Ruth and Weir out of a police lineup. That would seem most appropriate. After all, what has transpired against us are not some random acts of reporting errors as the VPD would want us to believe. These reporting gaffs are truly criminal acts that have violated our constitutional rights of equal protection and due process (see 14th Amendment of the US Constitution and Articles 1 & 3 of the Washington State Constitution).
I do not recall Officer Ruth being at our town home on Oct 24 during the 2nd false arrest. There were only two officers that I recall had responded. It was allegedly Officer Smarr and Officer Weir who had taken me into custody. I will be able to recognize Officer Weir as he had previously knocked on my door on or about June 10, 2014 at approx. 6 PM along with another VPO, Officer (Chris) Price. I had engaged Officer Price in conversation asking him if he was related to former WSU head football coach Mike Price and his son, place kicker Aaron Price. Officer Price said, “No.” He was not related to Mike and Aaron Price. These two VPOs were allegedly looking for someone named “Morrison” who, as far as we know, has never previously resided at our current address. Go figure.
This is our formal request for a “police lineup” to be able to identify the arresting officers named in EPR V14-16534 that resulted in my 2nd false arrest on Oct 24, 2014 and the “Terry Stop” of Traci Eccles that same date. The officers we are formally requesting to be able to identify from an actual police lineup are as follows:
1) Officer R. Taylor Smarr
2) Officer Adam Ruth
3) Officer Ron Weir
Time is of the essence. Please confirm the VPD’s policy and procedure for acknowledging and approving our request for a police lineup.

Description of Request: My request is for all documents, emails, phone records, notations and written reports regarding a Vancouver, WA FBI agent by the first name of “Tom” who involved himself in a complaint process filed by me, Traci Eccles, between the months of May and July 2014. The chief complaint was sent directly to the Seattle office, but the correspondence that took place initiated from the Vancouver office prior to the Seattle, WA office’s receipt of said complaint. I have been unable to get verification that the Seattle office ever received the subject complaint. Specifics regarding the records I wish to obtain from your office are detailed below.
Please search the FBI’s indices to the Central Records System for the information responsive to this request related to: Guido Bini; Guy Bini; Traci Eccles; Vancouver Police Department; cyberstalking; felony cyberstalking; VANCOUVER, WA FBI AGENT “Tom”; any correspondence between said “Agent Tom” and the Vancouver Police Department between June 2014 to current; and any correspondence between “Agent Tom” and myself (Traci Eccles—see phone # below) during the months of May, June and July 2014.
